A Gatineau business sits against a numbering border. Its own codes are 819, 873 and 468. Ottawa, a bridge away, is 613 with 343 over it. Two territories, two provinces, and one company that often sells into both. The number you publish is the first thing a stranger reads about you.
What the two codes actually cover
Gatineau is in what the numbering administrator calls northwestern Quebec: 819 from 1957, 873 overlaid in 2012, 468 overlaid in 2022. The territory reaches Trois-Rivières, Sherbrooke, Rouyn-Noranda and Val-d'Or. It is a large piece of the province and it stops at the river. Sherbrooke is in that same 819 family 40 km from Vermont, and so is Drummondville, an hour from the 450 boundary.
Ottawa's territory is 613, with 343 overlaid on the same ground. That comes from the Canadian Numbering Administrator's area code map rather than from anything in Quebec's numbering history, because it is Ontario's, with its own relief record. None of Quebec's codes reach across, and none of Ontario's reach back.
Both numbers can ring the same team. Obligations do not cross the river with them; they follow where the business is established.

This is the narrowest gap between two numbering territories that most Quebec businesses will ever deal with, and it is the one place in the province where the choice of code is a real commercial decision rather than a preference.
Which number should you publish?
Three situations, and they call for three different answers.
Your customers are in the Outaouais. Publish the 819 or 873 you already have and stop. A second number costs money every month and earns nothing, because the people you sell to already know where you are.
You want Ontario work you do not have yet. A 613 advertised on the Ontario side is worth having. It is not a trick: it says you serve Ottawa, and if you do, that is true. Keep the Quebec number as your main line, put the 613 only where Ontario prospects will meet it, and give each one an opening line that tells you which market a caller came from.
You already have customers on both sides. Publish both, in the places each audience actually looks, and land both in the same greeting and the same team. What doubles is the display, not the organisation. That is the same reasoning as one number for sales, service and billing, run the other way round.
One warning. Publishing a 613 as your only number, from a company whose office and staff are in Gatineau, is a claim about location that an Ontario customer will eventually test. Present a 613 as a way to reach you, not as an address.
What does not change when you publish a 613
The number is display. It moves nothing else.
A business established in Quebec, serving the public in Quebec, is under the Charter of the French language regardless of which of its numbers rang. The obligation follows the establishment and the public it serves, not the caller's province and not the code on the display. The practical shape of that is in Law 96 and your phone system.
